Trace the v8_context_snapshot_generator command and see why it actually fails.
Just go to workdir/chromium*/out/Release and do
ktrace -di python3 ../../build/gn_run_binary.py ./v8_context_snapshot_generator
--output_file=v8_context_snapshot.bin
