There have been a lot of discussions
around this topic.

Linus decided it:
There should be *NO* conversion,
of the names in the filesystem layer.

The names should be used without *ANY* conversion.
It should be the original bytes of the argument as provided.

This was not stated in posix,
but this is now how Linux works.

Or to rewind it:
we do not manipulate arguments in the kernel.
