The commit message of commit 7ba08f814546ece02e0193edc12cf6eb4d5cb8d4
introducing the new ISO 3166-based scheme (ISO 639 for subcategorization)
does not really explain the rationale.

You _want_ to create _incompatibilities_ if -- albeit similar -- things
_are_ incompatible: Specifically, vt(4) understands only Unicode
keymap(5)s, yet some sc(4) keymap(5)s use code pages other than Latin-1.

I think this bug requires *no action*: In 10, 20 years vt(4) will become
a _complete_ replacement for sc(4) so we can delete any sc(4) baggage.
