I can accept that that's how the sort program itself works, but I would then
argue that the collation weights for 'A' and 'a' being equal in those locales
is wrong.  IMHO, regardless of the encoding or locale, 'A' and 'a' are not the
same and should only have the end result of being treated as the same if -f
says to do so.  Is there an actual situation in which that's not so?
