We've recently tested Sierra just fine and the issue doesn't appear to be wide spread amongst modems. Tried reverting https://cgit.freebsd.org/src/commit/?id=d3a83456e1e3 but that didn't help. One thing of note in this commit's case is that it breaks the ascending order by device ID.
