I haven't confirmed that this is specific to ZFS VM images, but I'm fairly sure
it is:
markj@freebsd:~ $ whoami
markj
markj@freebsd:~ $ groups
markj
markj@freebsd:~ $ ls -la /sbin/shutdown
-r-sr-xr-- 2 root operator 15968 Sep 21 07:47 /sbin/shutdown
markj@freebsd:~ $ shutdown -p now
