Thanks to anyone concerned,

I think the actual answer would be "just don't do this in userland," for
instance compiling a hello world kernel module vs kernel code in a rogue .c
file.

Then my main problem is just why have <sys/prng.h> in userland if it would be
like that - which seems to me like it would be out of the scope of this PR.
