The utility is /sbin/reboot, not /bin/reboot. Maybe that was just a typo? I do not see a '-z' option to reboot, neither in 14-CURRENT or in 12-STABLE. "reboot -zn" should exit with an "illegal option" error. I also do not see a kern.force_kmod_shutdown sysctl in either branch, so this option has no effect. Finally, do you have a reason to specify '-n' to reboot? The man page suggests that it shouldn't be used, unless you know what you are doing.
