FreeBSD 13.0-BETA4 introduced a regression that prevents the use of a disc1.iso
hybrid image from being dd'd to a USB or similar device and booting, when the
system is in BIOS/Legacy mode. It produces the error:
CD Loader 1.2
Building the boot loader arguments
Looking up /BOOT/LOADER... File not found
Looking up /boot/Loader... File not found
Boot failed
