The linux driver is available in their kernel tree at drivers/cpufreq/intel_pstate.c (https://github.com/torvalds/linux/blob/master/drivers/cpufreq/intel_pstate.c). The first commit that added HWP in the linux kernel tree was 2f86dc4cddcb21290ca099e1dce2a53533c86e0b from 2014, though I don't think that matters too much.
