If the size of individual allocation can be changed at runtime it could result both in over-provisioning of the submap and in fragmentation. Both of the problems might cause execve(2) hang waiting for free KVA to proceed. We might allow a tunable to size the maxargs and correspondingly size submap at boot. But this still makes the changes to the kernel map, which are now on user.
