Make syslogd reread timezone data when reconfiguring

syslogd, when given a SIGHUP, rereads its configuration file.

In addition to this, it re-reads the machine's hostname, so that
changes to the hostname will be reflected after the reading of
the configuration file.

In a similar manner, it would be handy to have syslogd re-read
its timezone data when it re-reads the configuration file.  While
one can always kill and restart syslogd, it is superior to
have it just re-read the timezone data.

I've implemented this behavior, a patch should be attached to this bug report.
