[This actually applies to 9.3-STABLE]
r275890 (Update BIND to 9.9.6-P1) introduced a regression in nsupdate.
A vendor patch is available from https://kb.isc.org/article/AA-01220/.
It applies cleanly to 9.3-STABLE and fixes the problem.
