When a jail is started with parameters
allow.mount.tmpfs
allow.mount.nullfs
allow.mount.procfs
jail(8) does not check if their kernel modules are loaded.
Jail(8) should be changed to load the kernel modules if they are not already
loaded before the jail is started.
