The sendbug program in 9.3 reports this error after running make delete-old,
which removes the /etc/gnats/freefall file:
% sendbug
sendbug: could not read /etc/gnats/freefall for categories list.
Running send-pr gives a nice useful message about the deprecation of send-pr. I
think sendbug should do the same, or just be removed entirely.
