Ok so just to confirm does disabling $IMPLICITEXCEPTIONS leak memory with ref
counted types if a function exists early? For example:

{$implicitexceptions off}
procedure MyProcedure;
var
s: AnsiString;
begin
s := '1234';
exit;
// leaking??
end;
