He gave a description of how linking against libraries from any language (C, Pascal, Go, Ada, ...) works on Unix-like systems. It is not related to opinions. It's simply how it is and has been for the past 60 years or so.
IMHO, like explained in package, the package contain symbolic link to the "developer" library.
A developer in this context is anyone to compiles/links programs that use this library (i.e., program developers). It's not about people who work on the library itself. They don't use the devel package, but the source.
