The redesign of Lazarus's compiler options dialog, is now dependent on the project type as well. So the LCLWidgetType combobox is only visible if you are working with a LCL application. If you have a Console or CGI or Web application open, then the LCLWidgetType combobox is not visible (as it wouldn't make sense in that project).
