No, because it requires every binary distribution (i.e., every compiled program that uses this FCL unit) to include a copyright notice attributing the use of that unit. We don't want users having to figure out the license of every FCL unit in order to determine whether and if so who they have to credit when distributing a program compiled with FPC.
