Am I right assuming that the DefaultSystemcodepage is determined when compiling the RTL and/or the compiler) ? (As the default code page for the type Strings is not dynamic, but a built-in setting.)

So Lazarus (IDE/LCL) can't do anything about that, as it will not enforce re-building the compiler and/or the RTL.
