The ./configure command used by a lot of unix programs can list the options and possible values for them.
Note that ./configure can only do this if someone explicitly added information about all of those options to the help text of a particular configure script.
Do the make commands for Lazarus and FPC have such an option?
No, nobody has written such a help text for the FPC or Lazarus makefiles. There is some information in the documentation, but it hasn't been updated in a long time and is both incomplete and largely out of date.
