make 3.82 is more strict in terms of having to explicitly specify all required dependencies in the makefiles, and I don't think all FPC makefiles have already been updated for it. mingw make 3.81 should work fine. This seems to be the most recent release of that version: http://sourceforge.net/projects/mingw/files/MinGW/Extension/make/make-3.81-20090914-mingw32/
