Sorry for the noise. I did lots more testing and comparing to Apache
results. In the end I found out that it wasn't the FPC Embedded Web
Sever causing the problems, but rather the CGI client written with
fcl-web. I switched by CGI client apps back to Powtils, and now the
SWF flash files are served 100%, with successful loading of external
resource files.
Due to project time constraints I can't research the issue further,
but will get back to it at a later date.
