Yes, several people/companies have done so. Note that since a couple of weeks, you have to use FPC 2.7.1 r25325 or later because Apple now requires that applications are linked as PIE (position-independent executables), which requires the program to be compiled with PIC (position-independent code) and earlier FPC versions did not support that for ARM/Darwin.
