[fpc-pascal] Creating librarys dont work ever with fpc 2.1.4

When i create an library template with Lazarus, dont save it and build 
it then an libproject1.so is created as expected in /tmp. Wen i save the 
same project and rebuild it, an project1 executable is created.
with fpc 2.0.4 this creates always an lib as expected.
anybody an idea ? is this an bug or an feature ?
