On my debian system I place it anywhere - we haven't decided on an official 
location - however
for ease of typing in your fpc.cfg search path or IDE search path it will be 
good to place it in
a terse or short directory such as /etc/pwu-1.6.0.0/ instead of something like
/home/joe/web/devel/pwu-1.6.0.0/ which takes long to type and get right.

It also depends if you share the computer and you don't think others using the 
PC will ever use
it. For the directory structure, I keep the same structure layout as on SVN:

something like:

/etc/
/etc/pwu-1.6.0.0/
/etc/pwu-1.6.0.0/config/
/etc/pwu-1.6.0.0/docs/
/etc/pwu-1.6.0.0/examples/
/etc/pwu-1.6.0.0/extras/
/etc/pwu-1.6.0.0/lib/
/etc/pwu-1.6.0.0/main/
