[fpc-pascal] new arm snapshot

Though arm/linux didn't make it in 1.9.6, I built a new cross snapshot, 
you can get it here: 
ftp://ftp.freepascal.org/pub/fpc/snapshot/beta/arm-linux/arm-linux-fpc.i386-linux.tar.gz
