I don't know what causes it, but it only happens for very few people.
You can work around it by disabling http-compression for
svn.freepascal.org <http://svn.freepascal.org> using the setting
http-compression = no

And, trickling it is.. at 1.74 kBytes/sec average, I am not sure I will
