Hoi, The eo.ws is in the process of being created and sadly things do not progress as hoped for. In the mean time a bug for the creation of the Greek Wikinews has been added and we are in the process of approval for a new Wikipedia.
As to Wikisource being a good start for a small language. I do not see why. The point of writing a Wikipedia for a small language is that it quickly becomes one of the biggest resources of the modern expression for a language. With a Wikisource you are stuck with what happened before. Many small languages do not have that much anyway.
