I've had trouble figuring out where the trust files go on Win64 systems.
What I've had to do is launch a simple SWF and use the Global Settings from
the right-click menu to set my trusted dirs.  There is a simple SWF in
frameworks/tests/BasicTests/basicLoader.swf
