You can read more about it at http://apache.org/dev/cmsref.html#local-build.  
You can actually compile a copy of the CMS that we use on your local 
machine/server.  

Essentially everything is HTML.  The CMS is basically a templating engine that 
also supports mtext, and not much more.  The templates are glued around the 
local content and HTML is output to the server.
