That looks right to me, that section is explaining how to use the license.
The actual copyright notices go in the NOTICE file.

I think so. We might be able to remove it, but I'd leave it for now. I
don't think we have any MPL source code in the release, but we download an
MPL binary.
The NOTICE file needs updating, though. TLF is now under Apache so I think
it doesn't need mentioning anymore
