I see the differences. The reason the file was named READme rather than README is because README isn't visible on the Apache distro site [1]. I don't remember why but infra did figure it out and decided it could not be fixed. If you go thru the old mail you might fine the discussion. I believe README.txt does display but according to the Apache docs README is preferred. I've seen both in use by Apache projects.
