thank's for the explanation, that makes me wonder 2 things:
1- At which moment of the building process of
apache-flex-sdk-4.8.0-incubating-bin.zip these files are included, I mean
you don't use only the ant build ? (I need to be able to reproduce what is
done for apache-flex-sdk-4.8.0-incubating-bin.zip).
2- Will this process of integrating other files than the ones produced by
the ant build will be repeated in future releases ?

Those are coming from the Adobe SDK. The translation files were not in the
Adobe donation to Apache mainly due to oversight. We could probably go
through the process to get it donated, but since the focus is now on Falcon
I haven't bothered to take the time.
