FlashBuilder has not been donated (and will not be donated) to Apache Flex.
So, if you want a Linux IDE, you will need to write (plugins) for some Linux
IDE.
If you want to build an SDK from sources, which is currently the only
official "release" from Apache, Linux isn't currently supported because we
need tools like PixelBender Toolkit to build some parts of the framework and
there is no Linux version.
If you want to use ant scripts or other mechanisms to build SWFs and want
them to run on Linux players, that might be possible. I don't know how well
it works today but this has been discussed in the past. Search for emails
from Oleg (aka Left Right). He's the biggest Linux advocate on the mailing
list.
