Sure! if the tool only "prepare" the sdk to be used localy by other
tool I don't see any reason to have any legal problems. Or at least, I
don't see nobody wasting the time to make that an issue...

there? After all, it's just copying the files of your FDK around on
your own computer and generating some xml files and isn't downloading
anything from elsewhere.
