Nick- Go ahead and use
http://www.apache.org/dist/incubator/flex/4.8.0-incubating/README (not
README.txt).  The file is there.  It does not show when you look at
http://www.apache.org/dist/incubator/flex/4.8.0-incubating.

Another person on the infra list sent me this:

It's possible for the file to be present but not visible in the index page.
Try using the full URL.

The files HEADER.html and README.html are used to provide footer and
trailer contents on index pages.
As such, they are not particularly useful as separate files, so AFAIK
it is possible to stop them being shown
in the index page output.

If the index suppression is done using a command that happens to match
README as well as README.html, this might explain
the behaviour.
