I tested this air app via command line successfully.  I believe it performs
all the steps that the bat/script files are doing.

Concerns:

I had to use the FZip.swc from http://codeazur.com.br/lab/fzip/ to unzip
the downloaded sdks.  It is distributed under this license:
http://www.opensource.org/licenses/zlib-license.php
I am not sure if this license is compatible with Apache.

If someone can point me to an alternative zip/unzip util, I can use that.
