There are tons of issues in JIRA. One of the problems is that Apache has
one JIRA instance for all of its projects, so blowing it up would be a
problem for all of Apache.
I did just get an update from Infra. They are testing out a newer version
of JIRA. So the import could happen in a matter of days.
