That does not apply to a project's website, beyond the branding
requirements at [2].

That's correct, for the main part of the website. If non-critical
dynamic features are needed, Flex can get a Linux or FreeBSD virtual
machine to run those, see http://apache.org/dev/freebsd-jails.html
