Regardless of the decision on ant-contrib I'm still changing build files, including downloads.xml, and the patch will need to be updated if applied. It would make my life much easier if we could just get out a preliminary unofficial "release" that satisfies all the Apache requirements with the build files as is. I didn't write these build files. I've cleaned up some crud but there is much more to go. Once we get back to where we started, people can start mucking with the build files. Hopefully I will be doing something else by then so we wouldn't be colliding.
