My (limited) understanding is that n organisation signs up and, students sign up and submit proposals and if selected they get to work with the organisation over the summer. Requires some organistion and mentoring but in return you get more code for your project. Google give the students a stipend (no idea how much). ASF and other Apache projects have been involved in the past. Thanks, Justin
