AIR needs X and, I'm not sure why, but it needs a lot of stuff that is unlikely to run w/o X. Besides, obviously, there's no AIR for Linux since something like half a year ago I guess... :) I just out of the interest tried to launch some AIR application w/o X and the first thing it did it told me Gtk warning * cannot launch display - so, I guess, that wasn't quite unexpected.
