No, it means: You can not tell other developers what they should do.
Every contributor on Flex works on it in his/hers free time. (perhaps
some sponsored by companies) and the things that make it into Flex are
are determined by the people that want to do something together.
If you feel like something should be added to Flex then you can work on
it yourself or ask in the community if others want to help you getting
it done.
