I'm not sure it is intentionally difficult, it is probably that the project
import feature is not used often enough to get the sort of polish it needs.
There is no way to export a project in JIRA. You actually export the entire
instance, then the import feature asks you which project to import. The
data file contains information about build numbers for plugins and the
import feature checks for exact compatibility. It probably shouldn't do
that and simply check for valid project specific tags in the file as it
isn't going to import those plugins.
In fact, I hacked the data file to change the build number information for
the plugins and successfully imported the issues into my test instance. I
haven't found any side-effects from those tags I changed, but it is still
possible that Apache Infra knows of some issue from doing that and will
reject this approach.
I've updated the JIRA issue and have my fingers crossed it will work.
