IMO any PPMC member can take the lead, best is to suggest a draft here and post it at http://wiki.apache.org/incubator/February2012 once people seem to agree. At least one mentor should then review and sign off the report there. -Bertrand (way too busy this week, feel free to go ahead ;-)
