Also think that the Omar's version number is a better idea than year numbering.

Someone who's a committer will need to change the version numbers in 
build_frameworks.xml:
    <property name="release" value="Apache Flex 4.6.0"/>    
    <property name="release.version" value="4.6.0"/> 

As far as I can see nothing depends on these numbers other than the 
name/version number of the SDK when imported into Flash Builder.
