SWF File Format 10 is the latest. It is a bit confusing as there is the SWF
File Format version, the API version which is also known as SWF Version, and
then the version for the player itself.
For example, I believe FlashPlayer 11 and 11.1 read SWF File Format 10 and
earlier, and support SWF Version (or API Version) 13 and earlier.
The file format would only get changed if there were new tags to be added to
the SWF. No new tags have been added since FP 10. The API version changes
whenever we need to drastically change behavior of existing APIs or are
adding significant new APIs. I think the Player's version changes according
to rules around revenue recognition and upgrade policies.
