I don't remember seeing anything else linked than my compile that 
contained first early version of Unicode filename support code in it. 
The first implementation was bugged and has since been revised. Perhaps 
you could redownload 
http://www.saunalahti.fi/~cse/temp/flac-1.3pre2-mod.zip and give it a 
try (it was updated on March 19).
