Yes, the message was for the developers. Right now it is disabled for mingw* although SSP works perfectly fine on some mingw install (depending on gcc configuration), hence the need to do a link test. Your mingw gcc install likely has SSP disabled. Contact your installation provider or package maintainer if you did not build it yourself.
